It's definitely not like that where I come from, either.

[ Back home, at least, Leon did the lawmaking, for the most part. But there was never trouble this bad--at least, none that wasn't caused by Heartless attacks. This forced powerlessness leaves a bitter taste in his mouth, but the second question pings him hard; way to ask questions relevant to Leon's life, Hibiki. ]

We don't stop fighting back. We protect ourselves and take preventative measures as much as possible. We try to stay a step ahead as much as we can. Just because we can't put an end to them doesn't mean we have to be afraid.
